Racial Profiling and Use of Force in Police Stops: How Local Events Trigger Periods of Increased Discrimination

چکیده
© 201 0002-9 Racial profiling and the disproportionate use of police force are controversial political issues. I argue that racial bias in the use of force increases after relevant events such as the shooting of a police officer by a black suspect. To examine this argument, I design a quasi experiment using data from 3.9 million time and geocoded pedestrian stops in New York City. The findings show that two fatal shootings of police officers by black suspects increased the use of police force against blacks substantially in the days after the shootings. The use of force againstwhitesandHispanics, however, remainedunchanged, andthere is no evidence for an effect of two other police murders by a white and Hispanic suspect. Aside from the importance for the debate on racial profiling and police use of force, this research reveals a general set of processes where events create intergroup conflict, foreground stereotypes, and trigger discriminatory responses.

The intersection of racial profiling research and the law
There has been a significant increase in the litigation of selective enforcement cases based on racial profiling claims. This trend has resulted in two legal issues that are problematic for racial profiling research. First, selective enforcement claims that rely on statistical evidence must successfully measure “similarly situated persons” who were eligible for police stops to provide a compari...

For many individuals, traffic stops are the most frequent interaction they have with police. Since the I-95 “turnpike” studies of the mid-1990s, which were primarily motivated by the widespread use of drug-courier profiles in highway enforcement along trafficking corridors, public concern has grown that urban traffic stops may also be plagued by racial profiling. Given this concern, more than 4...
متن کاملFrom Racial Profiling to Racial Equality Rethinking Equity in Police Stops and Searches
Police departments across the country have come under scrutiny for racial bias in their stops and searches, but it is impossible to know whether the distribution of stops and searches is inequitable without first analyzing what equity requires of the police in this area. This paper provides that analysis in order to develop a normative foundation for empirical research. I first consider the leg...

In the course of conducting tra c stops, o cers have discretion to search motorists for drugs, weapons, and other contraband. There is concern that these search decisions are prone to racial bias, but it has proven di cult to rigorously assess claims of discrimination. Here we develop a new statistical method—the threshold test—to test for racial discrimination in motor vehicle searches. We use...
متن کاملHow Dark Is Dark? Bright Lights, Big City, Racial Profiling
Grogger and Ridgeway (2006) develop a feasible test for racial profiling "behind a veil of darkness" that exploits the exogenous variability in the visibility of driver race caused by the daylight savings time shift. The idea is that police are less able to use race as a criteria in traffic stops when it is dark, so differences in stop rates for African-Americans between dark and light (while c...
